03. Step 0: Open Settings Another Way

Before you repair anything, find out whether Settings is completely broken or only the usual way of opening it is. Try each method below.

Ways to open Settings

  1. Press Windows + I.
  2. Press Windows + R, type ms-settings: and press Enter.
  3. Right-click the Start button (or press Windows + X) and choose Settings.
  4. Search for "Settings" in the Start menu.
  5. Press Ctrl + Shift + Esc, choose Run new task, type ms-settings: and press OK.

Find the cause in Event Viewer

If Settings crashes, Windows records it. Press Windows + R, type eventvwr, open Windows Logs → Application and look for an error with SystemSettings.exe. The Faulting module tells you who crashed. If it names a graphics driver file, update or reinstall that graphics driver. If it names a Windows file, SFC and DISM (Fix 3) are the right next step.

04. Fix 1: Restart Properly and Restart Explorer

Time: 3 min  |  Best for: Temporary glitches

A hung Settings process or stuck shell can stop the app from launching. With Fast Startup on, "Shut down" does not fully reload Windows, so use Restart to get a clean state.

Steps

  1. Press Ctrl + Shift + Esc, find Settings or SystemSettings.exe in the list, and choose End task if it is hung.
  2. Right-click Windows Explorer in Task Manager and choose Restart.
  3. Sign out and back in, or choose Restart (not Shut down) from the power menu.
  4. Try opening Settings again.

05. Fix 2: Install Updates or Uninstall the Latest One

Time: 10-20 min  |  Best for: Started after an update

Settings is updated together with Windows, so a bug in one update can break it and a later update can fix it. If you can reach Windows Update, install anything pending first. If the problem began right after an update, removing that update is often the fastest fix.

Install updates

  1. Press Windows + R, type ms-settings:windowsupdate and press Enter.
  2. Click Check for updates and install everything, including optional updates, then restart.

Uninstall the latest update (if you cannot open Settings)

  1. Press Windows + R, type appwiz.cpl and press Enter, then click View installed updates and uninstall the most recent update.
  2. Or open an administrator Command Prompt and run wusa /uninstall /kb:NUMBER, replacing NUMBER with the update's KB number.
  3. If Windows will not let you do either, open Windows RE by interrupting startup two or three times, then choose Troubleshoot → Advanced options → Uninstall Updates → Uninstall latest quality update.

After it works, pause updates for a week at Settings → Windows Update and check for a newer fix.

06. Fix 3: Repair System Files With DISM and SFC

Time: 20-40 min  |  Best for: Corrupted Windows files

Settings depends on files and packages in the Windows component store. If they are damaged, the app can crash or refuse to start. DISM repairs the component store and SFC repairs protected system files. Run them in this order.

Steps

  1. Press Ctrl + Shift + Esc, choose Run new task, type cmd, tick Create this task with administrative privileges and press OK. (You can also right-click Start → Terminal (Admin).)
  2. Run these commands one at a time and wait for each to finish:
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow
  1. Restart the PC and test Settings again.

07. Fix 4: Repair or Reset the Settings App

Time: 5 min  |  Best for: Damaged app data

The Settings app is a Windows package named Windows.ImmersiveControlPanel. Resetting it clears its data and returns it to default, like resetting any built-in app. This does not delete your files.

Option A: Reset with PowerShell (most reliable)

  1. Right-click Start and open Terminal (Admin) or Windows PowerShell (Admin).
  2. Run:

  1. Restart the PC and try Settings again.

If PowerShell says Reset-AppxPackage is not recognized, open Windows PowerShell (not PowerShell 7) as administrator, or skip to Fix 5.

Option B: Repair or Reset from the app's page (if you can reach it)

  1. Search for Settings in the Start menu.
  2. If an App settings option appears for it, open it and scroll to Repair and Reset. Try Repair first, then Reset.

08. Fix 5: Re-register Settings and Shell Apps

Time: 5 min  |  Best for: Settings won't open at all

If a reset does not help, the package may need to be re-registered with Windows. This recreates the app's registration from the Windows component store and is the standard fix when Settings, the Start menu or the taskbar will not load.

Re-register only Settings

In an administrator Windows PowerShell, run:

Re-register the shell packages Microsoft lists

Microsoft's KB5072911 advisory describes shell and Settings problems after provisioning with July 2025 or later updates, mainly on managed PCs, and lists three commands that re-register the packages Windows needs. They are safe to try on any PC with these symptoms:

Optional wider repair

If you still have problems, re-register all apps for all users. Red error text for some packages is usually harmless. It can take a few minutes:

09. Fix 6: Test a New User Account and Clean Boot

Time: 15 min  |  Best for: Profile or software conflicts

If Settings works for another user, your profile is damaged. If it works in a clean boot, a startup program or service is interfering. These two tests tell you which.

Create a test account (works even if Settings is broken)

Open an administrator Command Prompt and run:

net user TestUser /add
net localgroup administrators TestUser /add

Sign out, choose TestUser and try Settings. If it works there, copy your files from C:\Users\YourName to the new account and keep using it.

Clean boot

  1. Press Windows + R, type msconfig and press Enter.
  2. Open Services, tick Hide all Microsoft services and click Disable all.
  3. Disable all items in Task Manager's Startup apps tab and restart.
  4. If Settings works, enable items in small groups, restarting each time, until the problem returns.
  5. Set msconfig back to Normal startup when you finish.

10. Fix 7: Use System Restore

Time: 15 min  |  Best for: A recent change broke it

System Restore returns Windows files, drivers and settings to an earlier point. Your documents and photos stay, but apps and updates installed after that point are removed.

Steps

  1. Press Windows + R, type rstrui and press Enter.
  2. Choose a restore point from before Settings stopped working and click Scan for affected programs.
  3. Confirm and let the PC restart.
  4. If Windows will not start normally, open Windows RE (interrupt startup two or three times) and choose Troubleshoot → Advanced options → System Restore.

11. Fix 8: Repair Install or Reset This PC

Time: 45-90 min  |  Best for: Nothing else works

An in-place repair reinstalls Windows over itself, replacing core files, including the Settings package, while keeping your files and apps. It is safer than a reset, so try it first.

In-place repair with the ISO

  1. Download the Windows 11 ISO from Microsoft in the same language as your current Windows and mount it (right-click → Mount).
  2. Disconnect extra USB devices and temporarily turn off third-party antivirus.
  3. Run setup.exe from the mounted drive and choose Keep personal files and apps.

Reset this PC (last resort)

  1. Back up your files first.
  2. If you can open Windows RE: Troubleshoot → Reset this PC → Keep my files.

12. If Only One Settings Page Crashes

Sometimes Settings opens fine but crashes when you click one page, such as Privacy (Camera or Microphone), Bluetooth or Display. That usually points to the component behind that page rather than the whole app.

Steps

  1. Use the Get help link on that page, if available, for targeted troubleshooting.
  2. Check Event Viewer (Step 0) for the faulting module. A graphics, Bluetooth or audio driver DLL means you should update or reinstall that driver from your PC maker.
  3. Reset the Settings app (Fix 4) and run DISM and SFC (Fix 3).
