Windows Explorer draws your taskbar, desktop and File Explorer, and it also holds clipboard hooks that can hang after sleep or days of uptime. Restarting it reloads the shell without closing your apps.
If the taskbar disappears, press Ctrl + Shift + Esc โ Run new task โ cmd, then run:

A stuck or damaged clipboard item can block new copies. Clipboard history is only a layer on top of normal Ctrl+C and Ctrl+V, but a broken history component can interfere, so a reset often helps. Very large items such as huge images or giant spreadsheet ranges may be dropped or slow it down.
services.msc, find Clipboard User Service (the name ends in random characters), right-click it and choose Restart.cmd /c "echo off | clip"

If copy and paste works in Notepad but not in one app, the problem is in that app. Close it fully and repair it from Settings โ Apps โ Installed apps โ โฏ โ Advanced options โ Repair; use Reset if Repair does not help.
Start the app in Safe Mode to test without add-ins, then disable add-ins one by one if it works.

In a Remote Desktop session, clipboard sharing runs through a separate process, rdpclip.exe. If it freezes, the connection stays open but copy and paste stops. The simplest fix is to log off and reconnect.
Inside the remote session, open Task Manager, end RDP Clipboard Monitor, then run it again as a new task, or use Command Prompt:

If right-click Copy and Paste works but the shortcuts do not, the keys or a shortcut-blocking app may be the cause, not Windows.

On many PCs, Shut down uses Fast Startup, a hybrid shutdown that saves part of the system state, so a stuck clipboard component can survive. Restart does a fresh load.

Third-party clipboard managers, RAM optimizers, PC-cleaner tools, remote-access apps, screenshot tools and some antivirus products hook into the clipboard and can break it.

Damaged system files can break clipboard components. Run DISM first to repair the Windows image, then SFC to repair protected files.

If SFC says it repaired files, restart and retest. "No integrity violations" means your system files are fine, so move on.

In Terminal, run the commands below. If the second prints test123, the system clipboard works and the problem is in your app or keyboard.

If copy and paste works in a new account, your profile is damaged. Create a temporary local account to test.
Go to Settings โ Accounts โ Other users โ Add account, create a local user, sign in and test.

The first command creates the account; run the second when you finish testing. If the new account works, move your files across or repair the old profile.

Install pending Windows and Office updates first, including optional ones, since a later patch may already fix it. If the problem began immediately after a specific update, uninstall that update from Settings โ Windows Update โ Update history โ Uninstall updates, restart, test, then pause updates briefly while you wait for a fix.
Search Create a restore point, click System Restore and choose a point from before the problem began.

Go to Settings โ System โ Recovery โ Fix problems using Windows Update โ Reinstall now. This repairs Windows while keeping your files and apps.
Go to Settings โ System โ Recovery โ Reset this PC โ Keep my files. This reinstalls Windows and removes apps and settings, so use it last.
